Professor Pao Chuen Lui
Chief Defense Scientist, Ministry of Defense, Singapore; Chairman, Temasek Defense Systems Institute

He graduated from the University of Singapore in 1965 with a degree in Science, majoring in Physics. He began his career as a Scientific Officer in the UK Radio & Space Research Station in Singapore, doing research in the propagation of radio waves and collecting data from the UK1 satellite. He joined the fledging Ministry of Defence (MINDEF) in 1966 as the Officer-in-Charge of Tests, Evaluation and Acceptance Section, on a short service commission as Captain. He identified the need for the Technical Department in the Logistics Division to provide technical support for acquisition of equipment for the newly formed Singapore Armed Forces and for their subsequent maintenance, and was given the opportunity to build-up this organization from scratch. In 1970 he was given the task of establishing the Science and Management Group, reporting directly to the Permanent Secretary of Defence for the planning and management of force development projects.

In 1971, he was awarded the first MINDEF fellowship for postgraduate education. He elected to pursue his studies at the United States Naval Postgraduate School, Monterey, California. He graduated with a Master's degree in Operations Research and Systems Analysis in 1973 and was appointed acting Director, Logistics Division on his return to Singapore. He was also promoted to the rank of Lieutenant Colonel.

In 1975, he was appointed Special Projects Director and was responsible for the planning, system engineering and management of the implementation of major weapon systems for the SAF. As he was responsible for both operational and technical matters he could adopt a “Conception to Retirement” systems approach which later became standard practice in MINDEF. He was promoted to the rank of Colonel in 1978.

In 1984, he was appointed acting Director, Joint Operations and Plans Directorate of the Ministry of Defence. He held this appointment concurrently with his appointment as Director, Special Projects Organisation. In 1986 he was made Senior Director to set up the Defence Material Organization through the merger of the Material Management Organization and the Special Projects Organization. He was also appointed to the newly created post of Chief Defence Scientist to provide advice to the Ministry and the Singapore Armed Forces and to be a member of all major decision making forums.

During 1980’s and 1990’s, he was on the board of directors of various Government-linked-companies and Government agencies.

  • 12 years as Director, Singapore Aerospace Ltd.
  • 4 years as founding Chairman, Chartered Engineering Pte Ltd.
  • 4 years as Director, Singapore Engineering Software Pte Ltd and was its founding Chairman.
  • 3 years as Member, Science Council of Singapore.
  • 5 years as Member, School Executive Committee, Victoria Secondary School and Victoria Junior College.
  • Director, Chartered Industries of Singapore, from 1 Jan 94 to 31 Dec 97.
  • Board Member, Land Transport Authority (LTA), Sept 97 to Sept 99.
  • Chairman, Board of Regents Defence Medical Research Institute, from Oct 93 to Apr 00.
  • Member of Kent Ridge Digital Labs from Apr 98 to Mar 00.
  • Chairman, Management Board, Tropical Marine Science Institute (TMSI) from Jun 96 to 2001.
