Mort Downey has a distinguished transportation career with a wealth of experience in the profitable management and operation of major public authorities. Mr. Downey recently completed eight years as U.S. Deputy Secretary of Transportation. As the Department of Transportation’s chief operating officer, Mr. Downey developed the agency’s strategic and performance plans and had program responsibilities for operations, regulations and investments in land, sea, air and space transportation. In this position, Mr. Downey not only managed the department’s highly-regarded strategic planning process, but also doubled infrastructure funding over eight years while reducing departmental overhead staff by ten percent. He also served on the President’s Management Council, as chairman of the National Science and Technology Council Committee on Technology, and as a member of the board of directors of Amtrak.

Prior to accepting President Clinton's appointment as Deputy Secretary, Mr. Downey served as executive director and chief financial officer at the Metropolitan Transportation Authority (MTA) in New York, the nation's largest independent public transportation authority. During his twelve years at the MTA, he was particularly involved in the capital rebuilding of the MTA system, overseeing the financing for and programming of more than $20 billion of capital investment into its regional transportation facilities.

As the president of PB Consult, Mr. Downey has over 40 years of distinguished public service to his credit, including serving in the Carter Administration as the Assistant Secretary for Budget and Programs at the Department of Transportation and on the Hill as the first transportation program analyst for the US House of Representatives Committee on the Budget, as well holding a number of positions with the Port Authority of New York and New Jersey. He has managed structures for capital infrastructure renewal, and has had significant responsibilities for matters in the international arena, including bilateral negotiations, multinational conferences and international trade and development missions.

Mr. Downey now serves on the National Academy of Sciences Committee on Science and Technology for Countering Terrorism, a team of 24 distinguished scientists and engineers. He has received numerous professional awards over the years, including election to the National Academy of Public Administration, where he serves on the board of directors, and was the 1999 recipient of the organization's Truitt Award for Transportation Management. He received the Frank Turner Lifetime Achievement Award from the Transportation Research Board, a lifetime achievement award from the American Public Transportation Association and the Leadership Award from ITS America. He most recently was elected to the Board of Directors of the Eno Foundation.

Mr. Downey holds a B.A. in Political Science from Yale University and a Masters degree in Public Administration from New York University. He has completed additional studies in advanced management at Harvard University Graduate School of Business Administration.
